I'm not convinced i was wrong, as I've found a load of other reports of people doing this and seeing performance increases, in some circumstances. Though, as i was when i first posted this, i'm not sure why.The main issue is that i had done this long ago, set it to off, and then it got reverted, like many settings in windows 10.it also does not, in any way, drop the bandwidth down. The way it should work is to reduce the power to the device, when its not in use to save battery life in mobile devices.

There's zero reason to use it on a desktop machine. The level of power savings increase exit latency, that is, the time to get it back up to full power when you ask it to do work.now while this shouldn't affect performance all that much, I've seen stranger things.

My win 10 is already set to high performance, and the PCI Express Link State power management settings are already OFF.I'm sure it's something to do with Crimson.Earlier today I installed CCC 15.11.1 after removing Crimson with DDU. Confirmed that with CCC 15.11.1 gpu core speed stayed locked at my overclock speed of 1130 MHz.After confirming this, I used DDU to remove CCC 15.11.1 and installed Crimson with beta drivers 15.11.1, and immediately ran into the issue of my gpu core not holding it's frequency.I was testing it with Crysis 3 both times, so it definitely had a demanding app pushing it. The issue that I'm having with the Crimson drivers is that it downclocks when it fails to reach the refresh rate of my monitor. For whatever reason, with vsync on it will take what should be 58fps and make it near 40, with heavy drops in my core clock.

The 15.11.1 catalyst drivers don't do this. I can't tell if Crimson is dropping the core clock because of low framerates, or the low framerates are happening because of the lower core clock. Either way, I get the fun of stuttering gameplay. I am aware there is a difference between locking framerates, and changing the frequency, but evidently you don't understand what is being said.The GPU will not work itself at full frequency/load if it is capable of reaching its targeted frame rate. So in the case of VSync, if you're being locked to 60 it's not going to clock itself to its maximum speed if it can hit 60 at 40% of that.

It's a way to save power/ensure longevity of the card.The triple buffering stuff doesn't apply to this, but that was something another had brought up.Edit: As I said in my original post, this may or may not be the issue you are experiencing, but it is something that others have experienced here and found out in their posts of why is my card under-clocked. I hope you know the amount of times an 8350 will bottleneck a 390 and 390x is zero correct. Please learn that a bottleneck is not the same as some games running bad on amd cpus.

That however IS NOT the same as a bottleneck aka 100 percent cpu usage, with lower than 100 percent gpu use (that indicates the cpu cannot feed the gpu enough) this is NOT the case with 8350s. 6350 and below. Nah doesnt happen.
